		<description>This may not be the other tenant&#039;s fault.  Is it possible that the apartment building has inadequate sound proofing? Some of my friends live in an apartment in which their landlord lives underneath.  They walk around the house without shoes and often very carefully.  However, he constantly complains of them treading heavily.  The issue here is, there is nothing under floors upstairs and the ceiling downstairs.  If management refuses to put in any sound proofing, you may want to ask the tenant upstairs if she would be willing to put a large rug in the room above your bedroom.  This often helps to dampen the sound.</description>

		<description>Ascertain her age, health issues: does she have problems with walking? Does she have carpeting? Can she afford such?  Is she at all aware of the problem? Does she wear corrective shoes or a brace?

Sometimes all you need do is tell them the problem and ask for some thoughtfulness on their part.

Do this in a pleasant manner and even offer to help/buy throw rugs for her.

If there is any anger in the exchange-there will be no success.

If the anger comes from her-it is probably more of a control issue coming from an unknown source which does not promise success.</description>
