Note on School Bus

I took this picture with my cell phone on my way to work this morning from a school bus stopped in front of me. Somehow the picture didn't come out right, so it's not clear at all.
What interested me was the note on the back door of the bus, which reads:
"This Bus Checked & Empty"
Whom was this note shown to? The teachers? The parents? The school securities? And who put the note? The bus driver?
With all the tragic incidents when young children being left in a vehicle in hot summer days, I can understand what the note is for. But if the note is permanently stuck on the door, it doesn't serve the purpose it is supposed to serve.
Actually, I was thinking if it's possible to install a couple of mirrors on the roof of the bus so the driver can see what happens in the back from the rare-view mirror. It's like when you get a hair cut at the barbershop, the barber will hold a mirror behind you so you can see your back hair from the mirror in front of you.
Just a thought.
